Stephen Turner is facing more than 100 criminal counts for practicing medicine without a license.

It is alleged that Turner provided fake immigration medical exams. Along with the charges for practicing without a medical license, he is charged with mishandling blood samples and felony grand theft.

In 1998, Turner surrendered his California medical license. He continued to see patients, however, until late last year.

While he was unlicensed, Turner stole $247,000 from over 1,400 victims who thought that they were paying for legitimate immigration medical exams. To become a citizen, immigrants must get routine physicals and vaccinations. Attorney Kamala Harris said, “Instead of helping this people, the defendant allegedly manipulated them for his own personal profit.”

Turner also injected patients with saline instead of vaccines for illnesses like mumps and rubella. According to court documents, he is also accused of drawing blood for tests such as AIDS and syphilis that were never even performed.

Turner as officially been charged with 106 felonies. He is being held on $1.45 million bail.
